Project Description: BDCP is a joint state-federal Habitat Conservation Plan/Natural Communities Conservation Plan being developed by the major water contractors that draw water from the Sacramento-San Joaquin River Delta to address long-term resource protection measures associated with water supply diversions. Dr. Siegel sat on its Habitat Technical Team and Habitat and Operations Technical Team as the CALFED representative to assist with formulation of ecosystem restoration strategies. Dr. Siegel also sat on the Conservation Measures Technical Evaluation Team and Conservation Measures Technical Synthesis Team.

Project Description: The DHCCP effort is preparing CEQA/NEPA compliance documents for the Bay-Delta Conservation Plan. As part of that effort, DHCCP conveyed eleven Restoration Opportunity Area (ROA) work groups. Dr. Siegel participated with the Cache Slough and Suisun ROAs, providing active guidance on developing project-level wetland restoration designs at a level suitable for impact analysis and continuing work with DWR to quantify tidal heights throughout the Delta. DHCCP subsequently determined that none of the restoration projects could be implemented in the near term.

Project Description: The California Bay-Delta Authority Ecosystem Restoration Program is undertaking a scientific “vetting” effort for all ecosystem implementation actions proposed for the Delta in its Record of Decision and Ecosystem Restoration Program Plan Implementation Strategy. Comprising over 2,000 discrete efforts, these actions were all formulated with the intent to improve conditions for at-risk species and other ecosystem support functions. The purpose of the vetting is to ensure that proposed actions in the Delta are consistent with the latest scientific understandings of processes and conditions in the Delta. Description of Services Provided: Dr. Siegel is a member of the steering committee (the Adaptive Management Project Team or AMPT) tasked with developing a comprehensive process for undertaking the vetting process. Dr. Siegel is also co-chair (with Dr. Bruce Herbold of the USEPA and Dr. Tina Swanson of The Bay Institute) of the Action Team that will carry out the Action vetting. Dr. Siegel and the WWR staff have prepared conceptual models for use in the vetting process and Dr. Siegel has participated in formulating and reviewing all other vetting guidance documents. Vetting is expected to take place in 2006.

Project Description: California Governor Arnold Schwarzenegger signed an executive order in 2006 creating the Delta Vision process to develop a strategy for resolving long-standing conflicts in the Sacramento-San Joaquin Delta between water exports, ecosystem, and in-Delta land use. He charged the Delta Vision Blue Ribbon Task Force, a seven-member body of senior policy experts, with developing this plan over a two-year period. The Task Force engaged Stuart Siegel of WWR to serve as its Technical Lead for Ecosystem Strategies. As lead, Dr. Siegel headed the Ecosystem Work Group, a large group representing environmental groups, state and federal agencies, water users, and Delta interests, through the development of a broad range of strategies for addressing Delta ecosystem concerns. Dr. Siegel presented this group’s recommendations to the Task Force and worked with Task Force staff to incorporate strategies into the Delta Vision Strategic Plan. Dr. Siegel also worked with leads and members of the remaining work groups on water, governance, and Delta as well as the Stakeholder Coordination Group. WWR staff provided supporting analysis and GIS expertise.

Project Description: Dr. Siegel was an invited member of the 12-person Expert Elicitation Panel convened by the U.S. EPA, San Francisco Bay Conservation and Development Commission, and California State Coastal Conservancy. The purpose of this panel was to develop a set of preliminary conceptual models of how climate change would affect ecosystem functions of the tidal wetlands and mudflats of the San Francisco Estuary, and to demonstrate the efficacy of the approach developed by USEPA to begin planning for climate change effects throughout estuaries of the United States. 2010. |

Project Description: The Suisun Marsh Charter Agencies (US Bureau of Reclamation, US Fish and Wildlife Service, National Marine Fisheries Service, California Department of Water Resources, California Department of Fish and Game, California Bay-Delta Authority, and Suisun Resource Conservation District) are preparing the Suisun Marsh Implementation Plan (Plan) and its associated Programmatic Environmental Impact Statement/Report (PEIS/R). The purpose of this planning effort is to develop a suite of duck club management, tidal marsh restoration, and levee maintenance alternatives aimed at recovering at-risk species, addressing water quality concerns, and improving the regulatory framework for ongoing duck club management. As part of this process, the Charter Agencies have developed a Science Integration Strategy that includes a Science Advisor and Technical Work Group. Description of Services Provided: The Charter Agencies hired Dr. Siegel as the Suisun Science Advisor with support from other WWR staff. Dr. Siegel is responsible for overseeing the integration of sound science into formulation of the Plan and PEIS/R. Activities include reviewing documents produced by the Charter Agencies and the PEIS/R contractor (e.g., alternatives, conceptual models, sections of the PEIS/R), providing guidance on scientific matters, establishing and chairing a Technical Work Group of local experts spanning the breadth of disciplines necessary to provide comprehensive review of the Plan and PEIS/R, and assisting with outreach to the user community.
